Job Description
OVERVIEW:
Responsible for designing, implementing, & improving HSE systems to ensure compliance with regulatory and industry standards, promoting a safe and healthy workplace.
DUTIES AND RESPONSIBILITIES:
Business / Operations
- Regulatory Compliance & Safety Standards
 
- Lead hazards inspections, provide analysis and recommend corrective and preventive actions
 - Advise management on workplace S&H compliance
 - Monitor legal and customer requirements, incl. CSR, to ensure operational compliance.
 - Liaise with authorities (DOSH, BOMBA) for compliance
 - Address and resolve citations from authorities; update policies to prevent recurrence.
 - Maintain and update S&H policies and procedures as per ISO45001 & ISO14001.
 - Provide technical advice; communicate emerging S&H trends to management and S&H Committee.
 - Organize and coordinate S&H committee meeting and act as a secretary
 - Collaborate with HODs to implement S&H initiatives and address hazards.
 
- Ensure compliance with legal and site-specific safety protocols, incl. PTW and High-Risk Permit verification
 
- Incident Management
 
- Lead workplace incidents and accidents investigation, root cause analysis, and reporting.
 - Recommend actions to prevent recurrence.
 
- Inspection, Monitoring & Auditing
 
- Implement audit plans aligned with regulatory and industry standards.
 - Conduct weekly inspections of plant and office facilities
 - Lead HIRARC and propose mitigation measures
 - Inspect safety and fire-fighting equipment for readiness.
 - Oversee procurement, installation, and training of firefighting and safety equipment.
 
- Training & Awareness
 
- Conduct HSE training as SME (fire drills, first aid, chemical spills, safety equipment, fire-fighting equipment etc).
 - Audit scheduled waste management for compliance.
 
- Facility & Housekeeping Management
 
- Monitor cleanliness, landscaping, pest management and housekeeping standards.
 - Address daily safety issues and suggest practical mitigation solutions.
 
- Emergency Response & Special Conditions
 
- Capable of working at height and respond under pressure.
 
People / Stakeholder Management
- Promote safety culture and continuous improvement across all levels.
 - Lead and train a team of Sr. Execs/Execs.
 - Conduct internal training for staffs, ERT and other related parties.
 - Lead HSE and Housekeeping team in manager’s absence
 - Lead contractor activities during plant expansion and major renovation work.
 - Navigate and influence multiple stakeholders to promote the HSE awareness within the organization.

Perform other duties as assigned by superior within scope.
REQUIREMENTS:
- Bachelor’s Degree in Engineering or Science.
 - Minimum 5 - 8 years of HSE experience, including at least 3 years in a managerial role.
 - Legal & ISO (ISO45001, ISO14001) standards, waste management (IETS, scheduled waste, scrubber)
 - Analytical techniques
 - Risk analysis
 - Budgeting and manpower planning
 - DOSH Green Book
 - Competency in CePSWAM is preferred.
